Former New York Governor Andrew Cuomo said the CLARITY Act collapsed mainly because of election-year politics. Speaking onstage at OKX, he said it was “murder on the Orient Express for a number of reasons, but basically it was politics.” He pointed to the timing just before the midterms and asked: “If it passes, does one side claim victory?” Senator Cynthia Lummis made a related argument on X. She said Democrats asked for a rule requiring digital commodity exchanges to give customers clear consumer protection disclosures, Republicans added it to the bill, and Senate Democrats still voted no.
